TULSA, Okla. -- What do you do when your weather computers go down and you need to go on the air to give the forecast? You draw your own weather maps, of course. That's what happened in Tulsa, Okla. on Monday at KTUL, when meteorologist Andrew Kozak did the weather the old-fashioned way on a morning newscast.

SPRINGFIELD, -- It has been decades since people have seen anything like this in the Ozarks. This is the time of year when there are more spring activities in downtown. People were setting up their tents for the annual Arts Festival still scheduled to take place on Saturday and Sunday. Jacob Gaumer helps run the art gallery Canvas on South Avenue. "Well there have been two people that have come in today because the weather is just lovely," said Gaumer. Staying indoors might be the best way to enjoy the festivities.

September to end on a sunny note. High pressure currently covers the Ozarks with a big ridge centered out west. A series of weak cold fronts will cross the Ozarks every couple of days. Moisture will be lacking so other than a few clouds the weather should be uneventful. Temperatures will fluctuate from the upper 60s to mid 70s for highs. Interstate 44 (Will Rogers Turnpike) in Oklahoma and west of Exit 8 in Missouri (old U.S. 71 South) was closed on Tuesday morning because weather conditions made it impassable and many vehicles were sliding off and crashing. For more information on Oklahoma roads, check here. ---- LITTLE ROCK, Ark. (AP) - Gov. Mike Beebe declared a state of emergency for Arkansas due to the freezing rain and snow falling in the state's northern and western counties. The governor said Tuesday that the Arkansas National Guard has already been summoned to help with taking cots and blankets to areas where power outages are anticipated.

The Climate Prediction Center, a long-range forecasting branch of the National Oceanic and Atmospheric Administration, is forecasting El Niño conditions in the Pacific Ocean to strengthen. August patterns showed a weak El Niño anomaly in the Pacific Ocean. The El Niño-Southern Oscillation scale indicates current conditions are at a 0.7 (weak El Niño) on a 3.0 point scale. The report indicated that “current conditions, trends, and model forecasts favor the continued development of a weak-to-moderate strength El Niño into the Northern Hemisphere fall 2009, with the likelihood of at least a moderate strength El Niño during the winter 2009-10”.

SPRINGFIELD, Mo. -If you're heading onto the highways this holiday, you can expect a lot more company out there. In what some experts see as a sign the nation is on the road to economic recovery, travel is projected to be up 11% this Thanksgiving. This Thanksgiving, AAA estimates 42.2 million Americans will be traveling at least 50 miles or more. Travel experts also say 12% more people are taking to the skyways this year. Passengers were lining up at places like Springfield Branson National Airport.

CARTHAGE, Mo. -- The National Weather Service confirms a tornado touched down Monday morning east of Carthage. The EF-1 storm damaged powerlines and buildings near Palimino and 13th street approximately two miles east of the Jasper County seat. Wind speeds topped nearly 100 miles-per-hour. The tornado struck a few minutes past midnight. A second tornado Monday morning hit the community of Lockwood. That was rated as an EF-0.
